Resiliency Through Preparation – Join us as we expand our 2023 National Conference on Active School Threats to an east and west format to address the numerous requests, we have received by attendees to reduce travel expenses and make our world class training more accessible. As we build on the challenges of the past school year, we look to advance our shared goal of creating safe, secure, and healthy environments for our nation’s schools through education and preparation.

In response to the nationwide alarm over youth violence in our schools, the 2023 National Conference on Active School Threats East and West invites K-12 school and university administrators, campus security officers, mental health professionals, emergency management professionals, first responders and law enforcement officials, as well other professionals to meet November 28th – December 1st in Raleigh, NC or December 6th– 8th on Phoenix, AZ. The purpose of these conferences is to provide attendees the knowledge to return to their campuses and develop effective action plans that are unique to their own communities and engage the widest range of local stakeholders to make our campuses better prepared for any crisis.

The 2023 National Conference on Active School Threats East and West are the most comprehensive conference of its kind in the nation and will feature the most knowledgeable and internationally renowned keynote presenters into one forum to provide the highest quality professional development possible. This unique learning opportunity will focus on community stakeholder partnerships and best practices that demonstrate a cross systems approach and evidence-based strategies for schools and communities to effectively deal with the threats they face today.

Preparing for a Crisis: Tragedy at Santa Fe High School

Dr. Leigh Wall, Superintendent Santa Fe ISD (ret)

On May 18, 2018 gunfire erupted at Santa Fe High School in Santa Fe, TX, which is about 20 miles outside Galveston, not long after classes began around 7:30 a.m. When the tragedy concluded, eight students and two teachers were fatally shot, while thirteen others were wounded. Authorities later found explosive devices — including pipe bombs and pressure cookers — in and near the school. The shooting is the third-deadliest high school shooting in the United States, behind the Columbine High School massacre in 1999 and the Stoneman Douglas High School shooting in 2018.

Dr. Wall’s presentation will review the District’s preparation, response, and recovery efforts as well as the challenges, successes, and lessons learned in the aftermath of the tragedy. This in-depth, first-hand account will attempt to better prepare other school administrators, safety professionals, and law enforcement officials to prepare, respond and recover from school based emergencies, crisis, and disaster.

School Safety Physical Threat Assessments – “Planning to Prevent”

Statistics dictate that we are extremely successful at preventing school-based tragedies when we plan to prevent in advance.  Part of that planning process is to make certain all schools assess and/or audit their physical safety and security protocols, technology, perimeters and more.  This session will provide you tools and resources to better comprehend the physical assessment process.  

Situational Awareness For Education – Project SAFE

This interactive presentation is designed to best prepare school staff to identify and mitigate a threat before it materializes into a full-blown crisis.  From the law enforcement officer to the main office staff and leadership team, this presentation will assist staff in creating a sustained mindset that enables team members to transition into an alert mode and communicate the potential threat to others.  The U.S. Department of Homeland Security defines situational awareness as “the ability to identify, process, and comprehend the critical information about an incident, knowing what is going on around you, which requires continuous monitoring of relevant sources of information regarding an actual incident and developing hazards.” The key is to establish a process by which critical information from relevant sources can be relayed to the threat assessment team or appropriate school administrator.

Comprehensive All-Hazards Emergency Management Plan  

Mr. Paul Damico, Chief of Safety & Security Manatee County Public Schools

This session will focus on the continual need to test a school’s comprehensive all-hazard Emergency Plan.  That includes constant reviews, training and tabletop Exercises.  Mr. Damico’s vast knowledge and experience in this area make him one of the most sought-after speakers in the nation on school crisis planning.  Mr. Damico currently heads up the Manatee County (FL) School District’s Office of Safety & Security as their Chief.
